Thank you for your email and for providing us with the call recording of your conversation with our Reception team at our London office.
Having listened to the telephone call, we wanted to clarify that as a charity, Citizens Advice is not a public body and therefore it's employees do not have to comply with the Nolan Principles - also known as the Seven Principles of Public Life. However, Citizens Advice does have a number of policies in place which its employees must comply with including our dignity at work policy and disciplinary policy and procedure which states that all employees at Citizens Advice have a responsibility to maintain appropriate standards of conduct at work.
In your email below you have said that certain employees at Citizens Advice have not given you transparent closure. We're unsure what you mean by this and therefore we'd be grateful if you could please let us know what the transparent closure is that you're looking for. As we mentioned previously, if you want to make a complaint about about a particular Citizens Advice service or local office, can you please provide us with the details and we can look into this for you.
Having listened to your telephone call with our Reception team, we note that on a couple of occasions you told our employees that they may have breached the Nolan Principles which was malfeasance in office and the penalty was life in prison. As we have said above, our employees are not subject to the Nolan Principles and we feel that what you were saying to our staff could be viewed as intimidating as you were telling them that they could go to prison if they didn't comply with the Nolan Principles. This is not a reasonable way to speak to our staff when they were trying to help you.
Therefore, if you continue to display behaviour which we consider to be unacceptable, we may take the decision to withdraw telephone service from you. We attach here some information on how we handle unacceptable behaviour.
We hope this is clear, and as we have said if you would like to make a complaint about Citizens Advice services please let us know.

This is not a reasonable way to speak to the People/Public when they were trying to help you either.
You confirmed that you have listened to the phone recording that I attached, therefore you have heard Mike Dawson state that he would contact me personally by email with the information about the Nolan Principles or the substance of the Citizen Advice Bureaus equivalent that I required, which you have now confirmed exists, which is: Citizens Advice does have a number of policies in place which its employees must comply with including our dignity at work policy and disciplinary policy and procedure which states that all employees at Citizens Advice have a responsibility to maintain appropriate standards of conduct at work, however yourself and Mike Dawson have both failed to supply myself with the forensic material evidence of these number of policies or principles that the employees must comply with that I required for my necessary closure and to be made certain, kindly supply this information or the links by which I can source them on and for the record.

To reiterate the information we gave you by email on 4 May 2023 - Citizens Advice is not a public body or public authority and has no legal or ethical obligation to comply with the Seven Principles of Public Life, also known as the Nolan Principles.
We've listened to your call again that you had with the National Association of Citizens Advice London reception recently. You seemed to accept that the Nolan Principles don't apply to Citizens Advice, however you asked to see information which essentially relates to our ethics and approach to good conduct. Mike took your email address and agreed to contact you again to follow up on your conversation. We apologise if Mike hasn't got back to you about this, however, our team is the most appropriate team to correspond with you about this.
We've asked you to clarify what you meant by "transparent closure" and based on your latest email, we've interpreted this as your request to see Citizens Advice material on its policies and principles relating to its ethics and approach to good conduct.
However, please be aware that we are not able to share the Dignity at Work Policy, Disciplinary Policy and any other similar documents and policies with you as this is internal information for Citizens Advice staff only. They are in place to support Citizens Advice employees at work, but they are not available to the general public. The fact the Principal and agents of the Citizen Advice Bureau are refusing to supply a cipher to what they write and are hiding their principles from the people they alleged they are giving advice, to me is not acceptable, what about you?, and their claim that the Citizens Advice is not a public body or public authority and has no legal or ethical obligation to comply with the Seven Principles of Public Life, also known as the Nolan Principles? yet they provide a service to the public, or so they say, and the GOV.UK website clearly states: The Nolan Principles also apply to all those in other sectors delivering public services!
